Housing law, airline rules, and how to tell a real registry from a certificate mill — kept current as the rules change.
Registration
Free ESA registration sites let you add your animal to an online list in a minute or two, and that listing does not create any legal housing or travel rights. No official ESA registration exists in the U.S. For housing under the Fair Housing Act, what matters is a valid ESA letter from a licensed mental health professional, not whether your animal appears in a registry or has an ID card.
Registration
There is no official or government ESA dog registry in the United States. Any emotional support animal registration is a private service and does not replace an ESA letter from a licensed mental health professional.
Legal
No, you do not have to register an emotional support animal anywhere in the United States. No official ESA registry exists under federal law, and no government agency maintains one. Your housing protections depend entirely on having a valid ESA letter from a licensed mental health professional - not on a registration number, ID card, or entry in an online database.
Letters
Most ESA letters from a licensed mental health professional cost between $0 and $300, depending on whether the letter comes from ongoing mental health treatment, a one-time telehealth evaluation, or a bundled package with extras. The core cost you pay covers a clinician's time to assess your mental health needs and, if clinically appropriate, write a compliant emotional support animal letter for housing under the Fair Housing Act. Telehealth platforms typically charge $100 to $200 for ESA evaluations, while in-person evaluations usually cost $150 to $300. Legitimate ESA letters generally fall in the $99 to $200 range.
Legal
No government body, federal agency, or professional board certifies emotional support animals. The phrase "ESA certification" describes something that does not exist in U.S. law. When you search for it, what you are actually looking for is one of two things: an ESA letter from a licensed mental health professional (which can activate housing protections under the Fair Housing Act) or an ESA ID card and registration (which is a convenience tool with no independent legal standing).
Letters
To get approved for an emotional support animal, you need a qualifying mental health condition that affects your daily functioning and a clinical evaluation by a licensed mental health professional authorized to practice in your state. If that clinician determines, based on their professional judgment, that an emotional support animal ESA would help address your mental health needs, they write an ESA letter you can use to request reasonable accommodations under the Fair Housing Act.
Housing
A landlord evaluates your housing request based on a letter from a licensed mental health professional, not on an ESA registration number, ID card, vest, or certificate. Under the Fair Housing Act, a valid ESA letter allows individuals to live with their support animal in no-pets housing.A registration card, no matter how official it looks, does not trigger any obligation on the landlord's part.
Letters
For housing under the Fair Housing Act, the only real proof of an emotional support animal (ESA) is an ESA letter from a licensed mental health professional who knows you.
Registration
No official ESA registration exists in the United States, and no government agency requires you to register an emotional support animal in any database or registry.
Letters
A valid emotional support animal letter for housing can be written by a licensed mental health professional who holds an active license in your state and has a genuine therapeutic relationship with you. Only licensed mental health professionals can write ESA letters that carry weight under the Fair Housing Act - psychologists, psychiatrists, licensed clinical social workers, licensed professional counselors, and marriage and family therapists are the most common writers. A primary care physician can sometimes qualify if they are actively treating your mental health condition.
